Two charged after naked child found in IHOP parking lot

PANAMA CITY, Fla. – Panama City Police said they arrested a mom and her fiancee after her child was found naked wandering around the parking lot of the International House of Pancakes. 

The incident happened early Friday at the IHOP on 23rd Street. Employees arriving for work noticed the child and wrapped him in an apron. They then noticed a van in the parking lot with two adults passed out and they were unable to wake them. 
 
Upon arrival, officers located Jordyn Freeman, 24, and Randy McMillin, 27, of West Portsmouth, 
Ohio, officers wrote. Both were under the influence of narcotics and narcotics were observed in plain view inside the vehicle. Two additional 9-month-old twins were located in the van, one of which was covered with blankets and pillows and wasn’t located until officers were searching the vehicle.

Freeman is the biological mother of the 21-month-old located in the parking lot and the 9-month-old twins, officers wrote. McMillin is not a parent but is engaged to Freeman and they lived together as a family in Ohio, officers added. 
 
The children had no apparent major medical issues, but both twins were wet and dirty from soiled diapers and the 21-month-old was dirty and naked.  Officers on scene cared for the children by changing diapers, dressing them in cleaner clothes and feeding them until DCF arrived to take custody of them. 
 
Freeman and McMillin were charged with child neglect, possession of methamphetamines and possession of drug paraphernalia. 

“The Panama City Police Department would like to thank IHOP and their employees for their actions during the incident,” officers wrote. “They provided food and other resources for the children, which assisted officers in caring for them until DCF could take custody.”
