Panama City Man Arrested for Allegedly Sexual Assaulting Victim with Special Needs

Panama City man has been arrested for allegedly sexually assault a special needs. According to the Bay County Sheriff’s Office, Joseph Holloway, 38 of Panama City, took the victim into the woods and forced her to sex with him . The victim was a special needs adult.

Holloway claims that the encounter was consensual. Holloway has been charged with two counts of sexual battery with special conditions.

Investigators also believe there are additional victims in Bay County, and that they may be special needs individuals. Anyone with information about additional victims of Joseph “Jody” Holloway is urged to contact the bay county sheriff’s office.
