Handcuffed fugitive captured in Panama City

The Bay County Sheriff’s Office, the Panama City Police Department and the US Marshals Office have federal fugitive Devar San Jacus Donaldson back in custody.

Donaldson was originally located by law enforcement at the Foxwood Apartments this morning at about 6:30 a.m. He fled custody, still in handcuffs.

Donaldson was located at about 2:15 p.m. today in the woods around 499 S. Highway 231. He was located and apprehended with the assistance of a Panama City Police K-9 and handler.
