The incident began early Wednesday morning when officers pulled over a vehicle in the 1700 block of E. 19th Street. The driver, James Bell III, did not have a license and was removed from the vehicle and placed in handcuffs.

The suspect was able to elude officers and has not yet been arrested.
Bell was charged with possession of crack cocaine with intent to distribute, possession of drug paraphernalia and driving while his license was suspended or revoked.
