Tallahassee, FL - Major Mark Welch of the Florida Highway Patrol is retiring following the controversy over his ticket quota e-mail.
Welch commanded Troop "H" in the panhandle including Liberty and Franklin Counties.
He sent an email to troopers requesting "two citations each hour."
Welch submitted a one line resignation letter stating he would step down on September 5th.
Attorney General Pam Bondi today said she was troubled by Welch's directive, which she called a stupid statement.
