Alleged PCB Shooter Appears in Court

PANAMA CITY BEACH, Fla.- - A woman accused of shooting her mother and half-sister appeared before Judge Thomas Welch for the first time Friday.

Jessica Fox, 32, of Del City, Ok. was arguing with her mom and half sister Thursday morning at the Gulf Crest Condominiums in Panama City Beach, according to an arrest affidavit from the Panama City Beach Police Department.

According to police, the verbal altercation deescalated and Fox packed her belongings to leave the scene. Included in those belongings was a Smith and Wesson 9 mm handgun.

Police said, Fox left the room and sat outside the unit's front door. However, Another argument ensued outside of the unit between Fox and her mother, Rachael Obeniah.

Fox's half-sister, Dixie Groover, overheard the argument and tried to intervene.

According to police, Fox then pointed the handgun in Obeniah's direction. Groover tried to pull her mother back into the unit when she heard a gun shot and felt a sharp pain in her hand.

Obeniah told Groover that she had been shot in the stomach.

 After shooting both her mother and her half sister, Fox ran away.

Police wrote that while fleeing she threw the weapon into an occupied vehicle and said, "I think I just shot my mom."

Fox is charged with two counts of attempted murder, shooting into an occupied dwelling and tampering with physical evidence. 

Welch placed her bond at $200,000 and is to have no contact with either of the two victims.

She is expected to return to court on August 28th.
